IPPF Adopts Major Reforms at November 2019 Governing Council

IPPF’s Member Associations overwhelmingly gave their support for radical reform of the Federation, at a historic General Assembly in New Delhi held on 30th November – 1st December 2019. Over two days, Member Associations discussed and debated the recommendations presented by two Independent Commissions. Member Associations reached unanimous consensus on the recommendations to reform IPPF’s governance structure and resource allocation system.

A Transition Committee, was thereafter established by the Governing Council to lead the process of implementing the recommended reforms. Their preliminary responsibility is to take the necessary steps to enable a smooth transition to a new governance structure, with a new Board of Trustees to be elected at the next Governing Council meeting in May 2020.

The reforms include:

ON IPPF’S GOVERNANCE STRUCTURE

General Assembly of all the Member Associations of IPPF, to be convened once every three years, to coincide with the strategic planning cycle.
A Board of Trustees to be established to govern IPPF, and this Board to replace the Governing Council
Establishment of a committee system as an important mechanism for providing advice to the Board and through which MAs can be engaged in governance
Transforming the Regional Councils into Regional Forums and Regional Youth Forums
ON IPPF’S RESOURCE ALLOCATION SYSTEM

Adoption of a new model to allocate unrestricted resources ( to allocate funds through three separate streams: 1) accelerating the response; 2) strategic fund and 3) initial emergency response)
The Central Office, Regional Offices, and MAs to present three-year budgets and work plans, which will be reviewed by a special technical team.
