Production of Awareness Animation Videos on Sexual and Reproductive Health in Emergencies (SRHiE).

Introduction

The Family Planning Association of Sri Lanka (FPA Sri Lanka) is a pioneer institution to initiate and establish a space for Sexual and Reproductive Health (SRH) services in the country. While its’ aim is to develop components related to health and wellbeing, FPA Sri Lanka also moulds the quality of peoples’ lives. Being in existence for 70 years, FPA Sri Lanka has made vast strides in every area of family health including family planning. As an accredited member of the IPPF (International Planned Parenthood Federation) FPA Sri Lanka focuses on a rights-based, gender-sensitive framework to provide its services to vulnerable, underserved communities in Sri Lanka, maintaining highest level of confidentiality at all times.

FPASL is the implementation partner of the SPRINT (Sexual and Reproductive health in Humanitarian Settings) project, which is designed to provide life-saving SRH services to affected populations in times of disasters. The primary objective of the SPRINT Project is to ensure the successful implementation of the MISP (Minimum Initial Service Package) for SRH during emergency settings.

As part of the project's community engagement activities, FPASL intends to produce a series of awareness videos. The videos will be used for awareness raising, community engagement, trainings, and digital dissemination through FPASL communication platforms. FPASL invites qualified media production agencies to submit quotations for the production of these awareness videos.

Objective

To engage a professional media production agency to content development, produce, film, edit, and deliver four high-quality awareness videos on SRHiE that are informative, engaging, inclusive, and culturally appropriate.

Scope of Work

The selected agency will be responsible for the following:

Pre-production

  • Participate in an inception meeting with the SPRINT project team.

  • Review the project objectives and communication requirements.

  • Develop creative concepts and storyboards for each awareness video.

  • Prepare scripts in consultation with FPASL.

  • Develop a production schedule.

  • Arrange required filming equipment and production logistics.

Technical Specifications

The selected agency shall deliver:

  • Four finalized Animation videos (2D) for Reel & TikTok audience.

  • Content/ story/ script development by agency.

  • English, Sinhala, and Tamil subtitle files.

  • Thumbnail images for each video.

  • Voice narration.

  • Include FPASL and donor branding according to branding guidelines.

  • Use inclusive, gender-sensitive, and disability-inclusive language and visuals.

Duration of Assignment

The assignment is expected to be completed within 6–8 weeks from the signing of the contract.

A detailed production schedule shall be agreed upon with FPASL.

Proposal Requirements

Interested agencies should submit:

  1. Company profile.

  2. Business registration documents.

  3. Portfolio of similar awareness videos or documentary productions (Animation based).

  4. Experience working with NGOs, UN agencies, or development partners (preferred).

Ownership and Copyright

All videos, photographs, raw footage, scripts, graphics, and other materials produced under this assignment shall become the sole property of FPASL.

The selected agency shall not reproduce, publish, or distribute any material without prior written approval from FPASL.

Confidentiality

The selected agency shall maintain strict confidentiality regarding all project information, participants, and materials obtained during the assignment. Any interviews or filming involving community members shall be conducted with informed consent and in accordance with FPASL safeguarding and ethical standards.

Submission of Proposal

Interested agencies are requested to submit their technical and financial proposals by 21st August. Late submissions will not be considered.
