Background
The Family Planning Association of Sri Lanka (FPASL) is a leading national non-governmental organization committed to advancing sexual and reproductive health and rights (SRHR). As part of strengthening its organizational capacity and ensuring a high-performing, ethical, and values-driven workforce, FPASL seeks to engage a People & Culture Manager / Human Capital Manager.
Purpose of the Role
The purpose of this role is to lead FPASL’s People & Culture (P&C) function, ensure the implementation of modern human capital strategies, support organizational growth and transformation, and foster a positive, inclusive, and compliant work environment.
Key Responsibilities
Lead the development and implementation of FPASL’s People & Culture strategy.
Assist talent management, and workforce planning.
Ensure compliance with labour laws, donor standards, and ethical guidelines.
Strengthen organisational culture, staff engagement, performance management, and leadership development.
Guide and support department heads on people management and disciplinary procedures.
Oversee training and capacity-building initiatives across all departments.
Manage compensation, benefits, staff well‑being programmes, and retention strategies.
Implement diversity, equity, inclusion, and safeguarding standards.
Maintain data systems, and ensure accurate reporting.
Provide strategic guidance to the Executive Director.
Key Deliverables
Updated People & Culture strategy and annual operational plan.
Improved performance management framework and staff evaluation cycles.
Strengthened talent development processes.
Compliance reports for internal audit, board committees, and external partners.
Capacity-building plan and annual training calendar.
Staff engagement and well-being implementation reports.
Qualifications and Experience
Degree in Human Resources, Business Management, Employment law, Organizational Development, or related field.
Professional qualifications (CIPM, SHRM, CIPD) preferred.
Minimum 10 experience in human capital/people management roles, preferably in NGOs or corporate sector.
Strong understanding of Sri Lankan labour regulations and organizational development.
Demonstrated leadership, interpersonal, facilitation, and conflict‑resolution skills.
Reporting Structure
Reports directly to Executive Director, coordinates closely with the existing HR Function.
Duration and Location
12 Months Fixed Term. Renewable. This is a full‑time position based at FPASL Headquarters, Colombo, with occasional travel to regional service delivery points as required.
