Consultant – Mid-Term Review of Strategic Plan

TITLE: Consultant – Mid-Term Review of FPA Sri Lanka Strategic Plan (2023–2028)

PERIOD: 04 Months (January to April 2026)

FPA Sri Lanka (FPASL) is a leading national organization for Sexual and Reproductive Health and Rights (SRHR) and a Member Association of IPPF (International Planned Parenthood Federation). In 2023, FPASL launched its Strategic Plan 2023–2028, titled “Boldly Beyond Boundaries,” which aligns with IPPF’s global “Come Together” Strategy 2028 framework. This Strategic Plan is structured around four strategic pillars, with three pathways (priority action areas) under each pillar, mirroring IPPF’s approah. The four pillars – Center Care on People, Move the Sexuality Agenda, Solidarity for Change, and Nurture our Association – guide FPASL’s transformative agenda, each focusing on different aspects of SRHR advancement and organizational development. For example, Pillar 1 (“Center Care on People”) focuses on equitable service delivery through pathways like “Widen Access,” “Expand Choice,” and “Advanced Digital Self-Care,” ensuring no one is left underserved. Pillar 2 (“Move the Sexuality Agenda”) emphasizes advocacy and norm change with pathways such as “Ground Advocacy,” “Shift Norms,” and “Act with Youth,” underscoring youth empowerment and gender equality. Pillar 3 (“Solidarity for Change”) leverages partnerships and innovation via pathways like “Support Social Movements,” “Build Strategic Partnerships,” and “Innovate & Share Knowledge” to advance SRHR in intersectional ways. Pillar 4 (“Nurture Our Association”) focuses inward on organizational strength and sustainability through pathways such as “Chart Our Identity,” “Grow Our Association,” and “Walk the Talk”.

Roles and Responsibilities

The External Consultant will be responsible for leading the evaluation and producing the key deliverables. Specific responsibilities include:

  1. Conduct a comprehensive desk review of the Strategic Plan, results framework, relevant programme documents, monitoring data, and other background materials.

  2. Conduct preliminary interviews/consultations as required to refine the evaluation scope, objectives, design, approach and methods.

  3. Develop and submit the Inception Report on time, in close coordination with the internal evaluation team, including the following elements: background information, evaluation scope, evaluation criteria, evaluation questions, sampling strategy, data collection tools, methods of data collection and analysis, quality assurance measures, and a detailed timeline/workplan.

  4. Incorporate feedback received from FPASL Management and the Policy and Strategy Technical Advisory Committee (PSC) into the final Inception Report.

  5. Implement the evaluation in accordance with the approved inception design, including the application of the agreed-upon theory-based and mixed-methods approach.

  6. Analyse and synthesise evidence, including the use of existing qualitative datasets (where applicable), triangulated with monitoring and programme data.

  7. Identify and draft prioritised, actionable recommendations in consultation with the internal M&E team, while maintaining independent judgment.

  8. Prepare and submit the Draft Evaluation Report and supporting annexes (e.g., evaluation matrix, tools, stakeholder list, etc, where applicable).

  9. Conduct debriefing session(s) for FPASL management and governance structures (1–2 sessions), including a presentation of key findings and recommendations.

  10. Incorporate feedback from management, PSC, and other stakeholders (as agreed) and submit the Final Evaluation Report and final presentation materials.

Person Specifications

  • Independent individual evaluator with no prior involvement in the FPASL Strategic Plan 2023–2028, ensuring impartiality and absence of conflict of interest.

  • Proven experience in strategic and programme evaluations, preferably within the Sexual and Reproductive Health (SRH) or related development sectors.

  • Strong analytical and methodological expertise, with the ability to review strategic plans, results frameworks, and performance data with rigour and credibility.

  • Demonstrated capacity to synthesise findings into clear, evidence-based, and prioritised recommendations to inform implementation and strategic direction for 2026–2028.

  • Excellent communication and reporting skills, delivering high-quality outputs within agreed timelines.
