CONSULTANCY | Procurement and Financial Sustainability

Project Background: The Sustainability of HIV Services for Key Populations in South-East Asia (SKPA-2) is a three-year multi-country grant funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria, running from 1 July 2022 to 31 December 2026. Building on and extending the SKPA-1 programme, SKPA-2 aims to improve the sustainability of evidence informed HIV services for key populations (groups at higher risk of HIV, including men who have sex with men, sex workers, and people who inject drugs in Bhutan, Mongolia, the Philippines, and Sri Lanka).

In Sri Lanka, the SKPA-2 programme is implemented by the Family Planning Association (FPA) of Sri Lanka as the subrecipient, in partnership with the National STD/AIDS Control Programme (NSACP) and other local and regional organizations, including civil society organizations (CSOs).

The SKPA-2 Programme has four main objectives:

  1. Accelerate financial sustainability;

  2. Improve strategic information availability and use;

  3. Promote programmatic sustainability;

  4. Remove human rights and gender-related barriers to services.

Consultancy Objectives:

This consultancy will help ensure that procurement and financial processes and procedures are conducive to providing sustainable services to key populations via Community Based Organizations and Non-Governmental Organizations in collaboration with the government health services in Sri Lanka. The result of this consultancy is therefore to build sustainable systems so that community organizations can be formally contracted on time based or as performance-based contracts and funded to deliver HIV services for key populations. The selected consultant will provide ongoing technical support to advance financial sustainability and strengthen systems for community-based service delivery in Sri Lanka’s HIV response. This includes refining procurement policies and guidelines for CSO engagement, supporting CBOs to meet legal and regulatory requirements, and aligning organizational standards with contracting eligibility criteria. The consultancy will also assist KP-related organizations, Diversity and Solidarity Trust (DAST), and other government partners to institutionalize standardized contracting tools, scopes of work, and performance-based payment models. In addition, the consultant will contribute efforts to secure domestic financing for key population services, facilitate coordination among national partners and Health Equity Matters, and provide continuous analytical reporting to guide decision-making, risk mitigation, and implementation progress.

Expected Outcomes of the Consultancy

  1. Procurement and financial Guidelines of the Government of Sri Lanka include the provision of contracting services via NGOs and CBO for key population health services. 

  • Processes and procedures in procurement and financial guidelines reviewed and amended /revised to ensure that the guidelines include the provision for contracting NGOs and CBOs for providing key population services similar to the clause authorizing contracting of NGOs for civil works in procurement guidelines.

  • Support the Procurement Division and Finance Division of the MOH to be the institutional home to oversee CSO-related procurement and financial processes to ensure long-term sustainability of providing services for key populations.

  • Ensure that the proposed CSO standards are aligned with contracting eligibility criteria for NGOs and CBOs to ensure readiness for participation in government and donor-funded service delivery.

  • Refined and standardized contracting tools for contracting NGOs and CBOs (e.g. Contract templates for Performance Based Contracting, time-based contracting or Lump sum based contracting services) are developed in collaboration with government stakeholders. This includes guidelines for defining scopes of work, procurement templates, and performance-based payment models that reward CSOs for delivering agreed services (results).

  1. Support to Capacity Building of CSOs

  • Ensure that the CSO (CBOs and NGOs) partners improve their institutional capacity through continuous technical guidance provided via a contracted NGO (DAST) on recruitment of technical assistance, development of training modules, delivery of training sessions, and ongoing quality assurance

  • Provide targeted case-by-case support to CSOs advancing toward legal registration and compliance with evolving regulatory requirements, enabling their eligibility for future contracts.

  1. Facilitate the transition from Donor financing to domestic financing of Key population services

  • Review the past health sector budgets to best understand the domestic allocations provided for key populations and engage in advocacy with policymakers and provide direct support to the NSACP to ensure availability of the required domestic budget allocations annually.

  • Support the NSACP to define the contracting processes and the procedures for hiring NGOS /CBOS for Key population services using Performance based contracts and time or Lumpsum based contracts as required.

Coordination and collaboration with stakeholders

  • Develop and submit a quarterly report with activities / tasks carried out / facilitated in relation to procurement and financial sustainability for hiring key population services using domestic financing and with risks, emerging opportunities, and recommendations and mitigation strategies.

Work in coordination with FPA, Health Equity Matters, and other partners and actively participate in programmatic meetings, working groups, and strategic forums at national and regional levels related to financial sustainability, procurement reform, and domestic financing for key population services.

The task will span two years, from January 2026 to December 2027, encompassing 90 days of dedicated consultation for two years.

Required Qualifications / Experience

Essential

  • Degree in Medicine (MBBS) with a postgraduate qualification in public health, health economics, or a related field, with substantial experience working within the Ministry of Health, including close collaboration with the NSACP.

  • Demonstrated understanding of comprehensive HIV service delivery for key populations.

  • Proven experience working with key populations (KPs) and civil society organizations (CSOs), especially in roles supporting service delivery, systems strengthening, or program implementation.

  • Demonstrated ability to coordinate and manage complex tasks, often with limited resources, and work effectively within multidisciplinary teams

  • Strong experience in engaging collaboratively with diverse stakeholders to resolve complex issues, including government entities, development partners, and community networks

  • Experience with health financing, budgeting, and government procurement processes relevant to community-based service delivery

  • Ability to work within the Colombo district and travel to surrounding districts as required

  • Excellent written and verbal communication skills in English and Sinhala or Tamil

Desirable

  • Experience in HIV programming and policy across Asia and the Pacific, particularly in areas of government procurement, financial sustainability, system strengthening, or community engagement

  • Demonstrated experience supporting institutional strengthening, capacity development, or the refinement of contracting or regulatory systems for community organizations

  • In-depth knowledge of the Sri Lankan health system and government processes
