Inclusive SRH Services for Persons with Disabilities - Empowerment and Accessibility

Project Period: 2026 - 2027

The 2026–2027 "Inclusive Health" Project is an empowering, community-driven effort led by FPA Sri Lanka to foster true accessibility and inclusion in Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) prevention and support services. The project is being implemented across four target districts; Colombo, Nuwara Eliya, Batticaloa, and Kilinochchi with a dedicated focus on women and youth with disabilities.

The project is funded by the French Embassy in Sri Lanka and is built around four key pillars: enhancing multi-sector capacity and awareness, promoting tailored Comprehensive Sexuality Education (CSE), improving access to inclusive SRH and support services, and generating evidence to inform long-term policy and systems change.

Key components of the project

Enhancing Multi – Sectoral Capacity Building and awareness

Enhance the capacity of civil society organisations, health service providers, government officers, caregivers and FPA staff to effectively support persons with disabilities, while fostering awareness and inclusivity in service provision.

• Conduct residential training on disability-inclusive SGBV and SRH rights for FPA staff and outreach teams
• Conduct trainings on disability-inclusive SGBV and SRH rights for CSOs
• Conduct sensitization workshops for law enforcement, judicial officers, and high-level government officials
• Provide trainings for Social Service Officers and Probation Officers on integrating disability-inclusive SGBV and SRH services
• Conduct trainings for health sector professionals and caregivers to strengthen inclusive SRH and SGBV service provision

Tailored Comprehensive Sexuality Education (CSE)

The South Asian Centre for Teacher Development (SACTD) will strengthen the capacity of teachers, teacher educators and master trainers to deliver comprehensive sexuality education (CSE) tailored to the specific needs of persons with disabilities, especially school children and youth, contributing to their access to accurate information and skills to make informed decisions.

• Conduct a Comprehensive Needs Assessment on Disability-Inclusive SRH Education
• Design and develop comprehensive training modules and materials in multiple accessible formats for disability-inclusive CSE, specifically targeting school teachers and teacher educators working with students with disabilities.
• Conduct training programmes to equip teachers and teacher educators with the knowledge and skills.
• Conduct Training of Trainers (ToT) programmes to equip master trainers with the knowledge and skills to train teachers and teacher educators.
• Conduct an effectiveness assessment during and after training sessions to assess their effectiveness, gather feedback and document learning.

Innovative and Accessible Health and Support services

To improve access and availability to essential SRH services, family planning, and SGBV prevention and support services for persons with disabilities through innovative and accessible service delivery models.

• Improve disability-inclusive access in FPASL service delivery points through infrastructure modifications and provision of essential equipment.
• Establish GBV Safety and Protection Mechanisms and provide GBV protection packages and communication materials
• Strengthen connections with CSOs and persons with disabilities and government programs to ensure comprehensive service provision
• Deploy community-based healthcare assistants to provide basic SRH and GBV-related services
• Arrange mobile clinics to provide basic SRH and related services
• Provide static clinic services for persons with disabilities identified by community-based healthcare assistants

Research and Evidence to Drive Policy Advocacy

Generate evidence on the gaps, challenges and unmet needs in SRH services for persons with disabilities and use this evidence to inform policy advocacy and promote systemic and sustainable solutions.

• Conduct research identifying gaps, challenges, and unmet needs in SRH services for persons with disabilities
• Disseminate study findings through reports, workshops, and publications to raise awareness, and promote improved access to and quality of care for persons with disabilities.
