Expanding the Services of the LiSa Project

"Providing Life Saving Reproductive Health Services to Internally Displaced Persons in Vavuniya and Mannar"

FPA Sri Lanka has been able to add 2 more vehicles which will operate as Family Health Mobile Clinics rendering their services to Internally Displaced Persons in Vavuniya. The interior of the vehicles was designed by FPA Sri Lanka enabling maximum utilization of the space available and is equipped with air conditioning facility. One vehicle has the capacity to serve 2 while the other can serve 3 clients at a time. With the addition of these 2 vehicles, the LiSa project will possess 4 vehicles which provide life saving reproductive health services. The mobile clinics were officially opened on 18th September 2009.

Distribution of hygiene kits and delivery kits required by pregnant women also took place on the same day. Bicycles donated by the Japanese Organization for International Cooperation in Family Planning (JOICFP) were distributed to 20 volunteers working in the LiSa project in Vavuniya district.

Project Background:

Northern Sri Lanka has seen an influx of IDPs (internally displaced persons) as the humanitarian operations intensified. Thousands of civilians are taking refuge in Welfare Centres. This situation has resulted in the dire need for immediate access to health services, shelter and food which are basic requirements for daily survival. FPA Sri Lanka being a pioneer in the field of sexual and reproductive health in Sri Lanka has been able to rise up to this challenging situation. From October 2008 onwards, FPA Sri Lanka is successfully implementing the ‘LiSa Project’ which is funded by the UNFPA with the objective of providing life saving reproductive health services to IDPs in Vavuniya and Mannar districts. FPA Sri Lanka Resource Centre in Vavuniya which was established in September 2008 has been a key enabling factor to the project.



Objective of the Project:

To improve access to life-saving reproductive health services to IDPs in Vavuniya and Mannar, thereby contributing to reduce maternal and child mortality and morbidity, number of unwanted pregnancies and incidence of STDs and HIV/AIDS
  • Conduct mobile health clinics including pre-natal & ante-natal care, family planning, contraceptives, drugs, HIV/AIDS prevention supplies and counseling
  • Provide emergency transport for pregnant women to ensure safe deliveries and referral
  • Deployment of health volunteers to fill the human resource gap
  • Awareness raising on reproductive health and HIV/AIDS among the conflict affected communities
  • Distribution of Contraceptives and Delivery Kits
Expected Outcomes:

  • Reproductive health status of women and girls safeguarded
  • Risk of maternal mortality and morbidity minimized
  • Vulnerability for HIV/STD among the conflict affected people is minimized

Highlights:
  • 45 women, who were unaware that they had conceived, were tested positive for pregnancy during Mobile Health clinics held at the camp sites
  • Doctors detected several IDPs with symptoms of STI’s. STI test kits were sent to be used in the Mobile Health Clinics to verify the same.
  • A pregnant woman who went for a check up at the Pudukudurippu clinic, leaving her husband and 2 year old son at home was evacuated for security reasons and taken to the Nelukkulam camp. At the camp she was identified by the LiSa project staff that she was at the last stage of pregnancy. A delivery kit was handed over to her and she was admitted to the Vavuniya Hospital, and by the next day she had delivered. To date she is being assisted by the counselor, as she is in a devasted state and worried about her husband and child’s whereabouts
